城管执法目标管理考核办法及考核评分细则

为加强全市城市管理工作,全面提高我市城市管理行政执法水平,努力营造整洁、优美、有序的城市市容环境,经研究,决定2011年继续对各县(市)城市管理行政执法及市容管理工作情况进行目标管理考核。考核办法如下:
    一、考核对象
    郎溪县、广德县、宁国市、泾县、旌德县、绩溪县城管执法局。
    二、考核内容
    主要依据《安徽省文明城市测评标准》、《安徽省建设监察评议考核办法》、市文明办对各县市城市文明创建考核细则和《XX市城市管理相对集中行政处罚权办法》,重点考核各县(市)城市市容管理、城管执法保障、执法队伍建设、行政案件办理、工作创新等五个方面。具体考核内容见附表。
    三、考核形式
    市城管执法局组成考核组,分管局长任考核组组长,市容管理科、执法监督科、政策法规科负责人为考核组成员;
市容管理科负责考核的具体组织、协调工作。
    城管执法考核采取季度暗访、领导抽查和年终集中检查相结合的方式进行。季度暗访与市文明办开展的城市文明创建季度检查一并进行;
季度暗访得分占年度考核总得分的40%,季度暗访结果以书面形式进行通报。领导抽查得分占年度考核总得分的10%,主要由市城管执法局领导根据平时掌握情况进行集体评定。年终集中检查得分占年度考核总得分的50%,由考核领导组组织进行,各县(市)城管执法局分管领导参加,集中检查采取听汇报、查资料、看现场、互查互评方式进行。
    四、奖励办法
根据集中检查、领导抽查和季度暗访结果,每年评选XX市城管执法目标考核一、二、三等奖各一名,并根据考核情况决定是否设立进步奖,由市城管执法局予以表彰,颁发奖牌和奖金。

It is a common phenomenon nowadays that people hurry from one examination to another in pursuing all kinds of certificates. Some people are determined to get many certificates in a relatively short period of time and preparing for exams has become the focus of their life.

The purpose of taking exams varies. Some people think that getting a certificate can be a proof of their ability, while others just want to get an access to higher education overseas. Still others take pleasure in coping with the challenges posed by certificate exams. For most people who want to pursue a better life, obtaining a certificate is the only choice.

In my point of view, it is the demand of certificates that leads to the “certificate craze”. The high competitive society drives people mad for certificates that are believed to be the vital weapon to win in fierce competitions. For people who apply for a decent job, a right certificate probably makes the difference between success and failure. This is also true with students who long for an offer from world-famous universities. So long as there is a demand for certificates, the craze for them is inevitable.

Nowadays, many people especially college students like to take all kinds of tests for the certificates, such as CET 4 or 6, GRE, Computer Test and so forth.

People who take part in these tests have their own purposes. Some want to get the certificates so that they can find jobs more easily. Some need the certificates so that they can get the qualification to study abroad. A few people may want to get the certificates just to show off their special abilities to others. Some other people wish to prove themselves and increase their confidence after they succeed in getting the certificates.

As far as I’m concerned, it’s not wise to take part in so many tests and get the certificates. The thing we should do first is to find out what is we really need and what is we really want to do . And then we can strive for that. We shouldn’t close our eyes and just follow others aimlessly. For ourselves, taking the tests can cost us a lot of time and energy; for the society, it’s also a kind of waste. Colleges should also take some measures to lead the students to choose wisely.

With the press of finding jobs, it becomes much more popular to get more than a kind of certifications, especially for the college students. We name it Certificate Craze. The Certificate Craze drives us to be busy in preparing for a variety of exams such as TOEFL, computer Exam and so on.

However, to different people, the reason why they want to get certifications is different. Some of them think it’s necessary for them to find a better job. In their opinion, the firms judge the ability of employers by the certification which they own. Others treat the certification as the exam of their own ability. But most of them just want to follow the treme of Certificate Craze.

In my perspective, the Certificate Craze has good effect on us, it also leads us to doing some useless thing. With the development of society, the Certificate Craze requires us to get more knowledge. The more knowledge we have, the better life we’ll have. But to some degree, the Certificate Craze also makes bad effection on us. It makes us wast the time to do something we don’t need. We should hav e a correct attitude towards the Certificate Craze.

Currently, a large number of national folks especially students in universities have amazed with the certificate craze such like GRE, CET and other tech-class certificate craze. Seemingly, a large part of people are like those crazes.

Actually, they have not same aims to take part in this issue. Some students want to dig major in other country, so they have to pass some tests such like GRE. From my individual part, we should be wised to select one effentient certificate craze to pass. Moreover, a certification is less important than your genuine ability in social. We must know the importance of ability but not the certification on hand. After all, we work to use intelligence and experience, not a certification. I believe that we will master our goals if we have genuine intelligence and ability. It is not necessary to get a certification to kill more time. Craze is craze, ability is ability actually.

d、艺术感觉(内涵、乐感、悟性、修养)


4.才艺展示 10%

才艺节目创意评分标准包含以下三个方面:

a、新颖性(服装、道具、动作的创新,是否有出乎意料的感觉)

b、独特性(是否有独到的个人表演特质)

c、吸引力(选手出场整体感觉是否有足够的吸引力)

5.环保知识问答10%

总共两道选择或者判断题,每答对一题加五分,答错不扣分。

古诗文操比赛评分细则

一、评委采用10分制的评分标准。7位评委去掉一个最高分和一个最低分,算5位评委的平均分。计算到小数点后两位。

二、入场(共2分)

1、整齐度包括:列,路整体排面整齐,领操员位置。

0.8分

2、安静度:比赛过程中是否有多余的声音与动作。

0.6分

3、口号:入场时必须有班队口号。

0.6分

三、精神面貌(共2分)

1、中队长声音洪亮、吐词清楚、口令清楚。

2、少先队员佩戴红领巾。0.5分

3、参赛队员比赛过程中面部表情放松,面带微笑。
